Section 1, Chapter 1.3

Marx says:

The secret of the expression of value, namely, that all kinds of labour are equal and equivalent, because, and so far as they are human labour in general, cannot be deciphered, until the notion of human equality has already acquired the fixity of a popular prejudice. This, however, is possible only in a society in which the great mass of the produce of labour takes the form of commodities, in which, consequently, the dominant [social] relation between man and man, is that of owners of commodities.

Das Geheimnis des Wertausdrucks, die Gleichheit und gleiche Gültigkeit aller Arbeiten, weil und insofern sie menschliche Arbeit überhaupt sind, kann nur entziffert werden, sobald der Begriff der menschlichen Gleichheit bereits die Festigkeit eines Volksvorurteils besitzt. Das ist aber erst möglich in einer Gesellschaft, worin die Warenform die allgemeine Form des Arbeitsprodukts, also auch das Verhältnis der Menschen zueinander als Warenbesitzer das herrschende gesellschaftliche Verhältnis ist. El enigma de la expresión de valor, la igualdad e igual validez de todos los trabajos por ser trabajo humano genérico y en la medida en que lo son, no se puede descifrar hasta que el concepto de la igualdad adquiere ya la firmeza de un prejuicio popular. Pero esto no es posible sino en la sociedad en la cual la forma de mercancía es la forma general del producto del trabajo y, por lo tanto, la relación entre los hombres en cuanto poseedores de mercancías es a su vez la relación social dominante. (p. 69)

In English, the text says: "the dominant relation", but in German says: "herrschende gesellschaftliche Verhältnis": dominant "social" relation. Marx is materialist: the secret cannot be deciphered until there isn't a dominant social relation.
